The Normative Framework

Meaningful Human Control is fundamentally a normative theory for assigning responsibility. The True Limit is the unquantifiable ideal boundary where control is genuinely meaningful. The Model Boundary is the engineered operationalisation or internal model attempting to classify those states.

True Positives: Control is normatively meaningful, and the model correctly classifies and assigns responsibility.
True Negatives: Control is not normatively meaningful; the model correctly avoids assigning responsibility.
False Positives: Model assigns responsibility, but control isn't normatively meaningful.
